In conclusion, if I understand all:

1° Send the notification to customer
Yes.
2° To wait his approval of my notification to use a new supplier of same raw material
Up to you, but it's probably best to wait if you can, and if you're not sure about what the customer might expect.
3° Only after approval I can start with the production and in the same time I send a PPAP presentation
When you can start production and whether or not you'll need to submit a new PPAP will be decided by the customer, based on #2. You might want to start out with a phone call (with written confirmation) to speed things up a bit.

Situation: PPAP is approved. Material certification in PPAP file is from raw material supplier "A", the material is 1234.
Either due to availability or cost reasons, we purchase material from a different raw material supplier "(B)", but the material is the same, 1234. This customer has no specific requirements beyond TS/PPAP regarding notification or PPAP resubmission.

Questions:
Am I required to notify my customer that I changed raw material suppliers? This change mest be approved by my customer and after this approval I submit a PPAP documentation?

Any help on this subject is most appreciated.

Most customes have such a requirement that they be notified when anything changes related to the process (material, equipment, location, control plan, etc). Some just want to be notified while others require that they approve any changes. You would have to review your customer's requirements to know for sure.

Good practices would point toward notifying your customer simply because of potential liability concerns. It is usually agreed that there is variation within a material not only from supplier to supplier but from lot to lot form the same supplier. A formal approval to switch from the customer drastically reduces your liability and responsibility for the product.

I agree with you about that the notification is obligatory (...)
Per the PPAP manual, in your case notification would be obligatory ONLY if you supply bulk materials and you change the supplier for one of the 'ingredient' materials used in producing the bulk material. Otherwise, it is obligatory only if required by customer.
I can use the other supplier only after approval by my customer?
You can use the material anytime if your customer does not require the approval of the new supplier. For example, GM or Ford have multiple qualified supplier for certain materials. An organization could switch between these approved suppliers whenever they choose without necesarily notifying or getting approval from the customer.

So add this twist. You buy from a distributor who buys from a steel mill. A handful of mills make the steel to an ASTM specification.

1) Distributor orders material from multiple mills -- Does this require notification and approval?

2) You change distributors, but material comes from the same mill -- still required notification and approval?

Any different if you supplied Fenders vs. washers?

We've been down this path with our customer and have agreement that "commodity" materials (meeting an agreed upon spec.) are not subject to the notification requirements. The agreement is based on the fact the material spec meets customer requirements and our process controls/testing of the final product protect the customer again.

It depends you your customers' requirements and they should be the ones to answer these questions. Usually if the requirement is for a generic type of material (multiple mills) then no need for PPAP as long as you have the certs to prove that the materials are equivalent. If you are talking about a 'name brand' material or customer-specified mill then you are stuck to that mill or producer regardless of the vendor/distributor.
