Manufacturing plant received an Controlled shipping Level 1 letter from PSA Groupe. PSA has not notified the CB. Does the manufacturing plant have to notify the CB?

Yes, it's in the rules 5th edition - see section 8.1b. The client - in this case, the manufacturing plant needs to notify the certification body within 10 days of special status conditions - in this case CS1.
This effectively starts a decertification process.
