"Organization shall establish OH&S objectives at relevant functions and levels....." says ISO 45001 - 6.2.1.
So, does organization need to establish OH&S objectives for all functions and levels (identified in its organizational chart) - of course, those pertaining to OH&S?
Is "relevant" meaning organization can choose which function / level is relevant, or by default, all are relevant? How can one not be relevant?

The short answer, is "no". Don't overthink this. What safety and HEALTH aspects of your organization does your leadership want to emphasize/measure/improve? which will be a barometer in regarding to keeping your workforce safe and healthy?)
Is it lost time?
Is it near misses?
Is it ???

Identify those and determine the goals for each.

As @John C. Abnet suggests, start at the top. What do Top Management (advised by any H&S person) feel are the most important SMART objectives? Then cascade them as far as is reasonable to the relevant departments.

If Top Management want to reduce the number of accidents involving a particular tool, only those departments which use that tool should have sub objectives.

So "relevant" could be interpreted as "relevant to objectives established by top mgm"?
