Thanks TPMB4, you have picked up a pertinent point. I found out that HSE Officer is cousin of the Managing Director/Company Head. HSE Officer's Manager is another cousin of the MD. Process owner MR / Quality Director is a close friend of MD. It appears that a NCR if assigned to HSE Officer in such closely related circles is looked upon as an affront to personal relationships. I am not a cousin or a crony, and easy to pass this NCR to.
Thanks to ISO and OHSAS standards because the process is clear or if not, then needs to be defined clearly. Otherwise, as said previously in this forum, it is only an opinion.
Now it appears that this was an effort on the part of MR to pass on the buck because of all the relationships involved. MR is not my boss, but is a crony of the MD who is my boss. You mention to flow it back through the system, how is this done, I will appreciate your advice. Thanks again.
