OHSAS 18001 - QMS - EMS Combined Manual Structure help

I am trying to implement and integrated management system around based on 9001:2000, 14001 and 18001. The QMS and EMS are well established and have been certificated for several years.
For some reason (must by the old grey matter dissappearing!) I am get hung up where to put procedures relating to the implementation of legislatory requirements in the UK. I am not referring to the creation of register of regulatory requirements, but procedures relating to say, the control of asbestos. Is this best suited in planning (4.3.1) or under operational control (4.4.6)?

Does anyone also have a example manual for guidance that has been 'certified' to OHSAS 18001 to give a lead on this.

Are you controlling or identifying? Make up your mind and place the procedure(s) accordingly.

Begin by deciding what:

...does 4.3.1 require?

...does 4.4.6 require?

Sorry to be so blunt, but you answered your question within your question.

I'm with Randy on this....scary...in my old age, I'm agreeing with him and more and becoming more vocal about it....I'm becoming Randy! :rolleyes:

Okay...we too are merging manuals and streamling our documentation where possible, feasible and practical (hey, sometimes those 3 words don't go together too well!).

One of the things I've done is develop a matrix on how we've applied each set of requirements from the Standards to our P-D-C-A philosophy. Now the manual is being written in a PDCA format.

While I don't get as specific as you and reference documents like the Control of Asbestos in the manual, that sounds like an Operational Control to me (out of your two choices provided). The process of "Implementation of Compliance to Regulatory Requirements" sounds like Planning function to me and, if I were setting up the manual, link to your Control of XXX documents would be found in the Implementation process document (and not in the Business Manual).

BTW Rox...I'll be in Toronto 12-16 Dec and then again 2-6 Jan. That seems about as close as I'll get to wherever you're at.

Yeah, I saw that in the Meeting Up thread and I'm currently checking my schedules to confirm that they are as empty as I initially thought. :D As we get closer to the date, perhaps we can set something up and see if there are any other locals who are willing to hitch up their dog sled teams and make the long trek to Toronto. :rolleyes:

PS It's snowing here in Cambridge and sticking to the ground!....that's about 40 minutes west of Toronto. Bring gloves, scarf, hat, parka, mukluks, ski pants, snow goggles, frost bite kit, emergency provisions, and the best seller "Making Igloos for Dummies". :bigwave:

:topic: Considering I've lived the last 20 years in either the Mojave desert or in R-Kan-Saw I don't need to be warned about the winter weather you nuts up North have. Also I remember my last 2 trips to Toronto (both in Feb). Cold ain't the word for it. :nope:
