Hello, our company is considering generating a QMS process to the IATF 16949 standard for top management. Maybe calling it strategic planning/Business Planning. Then using the new process to address sections 4 & 5. Anyone have any thoughts? My worry is (one of them anyway) who would the process owner report to? The process owner is already part of top management.

Generating a process is completely fine, because your organization is following those activities and needed to be included under QMS for better control.

You'll need to revise your process map and make a turtle chart for this new process.

If the process owner is from top management, he probably won't report to anyone. And there is no need nor requirement that the process owner should report to someone.
