Outsourced Process - Why certain "processes" are not included - ISO9001-2008

Since the organization chose to have separate certifications for both sites, you have to look at both sites as individual organizations. For compliance, you have to look at each certificate scope as a separate organization. Each certified organization is a remote supporting site to the other.

The processes performed by headquarters, that are needed for compliance and effectiveness in your certified organization, are essentially outsourced processes.

I suggest you seriously look at reorganizing your certifications into a Corporate Sceme so the certification scope and structure better matches how the organization operates. Plus you will get a reduction in audit days.

My employer has 4 sites with separate certifications. We have to define peculiar customer/supplier and outsourcing that does not go through Purchasing, between all of the sites.

Hi Andy, here are both scopes:

headquarter: Research, design & sales of secure portable storage devices, memory expansion boards, and hard drive subsystems for the computer and office equipment markets.

Factory: Manufacturer of secure portable storage devices, memory expansion boards, and hard drive subsystems for the computer and office equipment markets.

and yes the factory did claim exemption from design control with the following: Design Control is not currently handled by the factory . It is the responsibility of Head Office. Procedures for Design Control are, however, included in the QMS which can be activated should design and development work commence at the factory in the future.

if another division does the purchasing and the order entry ( service) for customers, can these be called outsourced processes?
I do know we would stil have to show conformance to customer and product requirments. If there is no money exhanged , does can it still be called an outsourced process?
The company seeking registeration is a part of a corporation. They assemble the small electrical appliances They will be taking the design exemption

Outsourcing does not have to be related to Purchasing or the transfer of money. Outsourcing is listed in section 4.1 of ISO 90001 and not section 7.4 for this very reason.

Confusing how an organization works in real life with the defined scopes of certification is a constant problem. Organizations choose to certify a piece of an organization. The ISO 9001 scope is defined and then they apply concepts and reasonableness tests to the entire organization. For compliance issues, you have to look at the issue from the ISO 9001 certification scope. "Outsourcing" between divisions of a large organization, that crosses the boundaries of ISO 9001 certifications, without Purchasing, is not unusual.

This is the same message I have been trying to convey in all of my postings in this thread. People should quite confusing real life with the defend scopes of the 9001 certification that the organization imposed on its self.
