Packaging and Damaged Parts returned from a Service Provider (Anodize) - Who is Responsible?

Good suggestions all. Thank you.

They are AS9100D & ISO 9001:2015 certified, NADCAP accredited & RoHS and REACH Compliant. I would AT LEAST think they would notify me of any parts that they received damaged as soon as they arrived.
Just emailed our anodize supplier a request for a "copy of your shipping/receiving and/or packaging/handling procedures for review"

Did you provide them with incoming acceptance inspection criteria?

In part my interest here is that my anodize experience was with "appearance" parts so things like returnable packaging were all pre-planned and their internal processes, including handling, and processing fixtures, were audited and approved prior to award of contract.

Specific to your situation, I did look closely at the picture you attached. I have no doubt the damage occurred post-anodize. None the less, it is impossible to ascribe the damage to internal handling and/or processing damage vs packaging/shipping/transit damage.

Still, "Special packaging was not provided by customer & Supplemental packaging not provided to adequately protect critical surfaces" is a cheap way out considering they are ISO 9001:2015 certified. Just see above 8.5.3 & 8.5.4

It's your call but you're handling this wrong. You're going offense/defense instead of actually solving the problem. Asking them for a corrective action, following up with a copy of a procedure, and citing ISO sections is just going to make them go defense. Assuming you're not their largest customer, they really aren't going to care (ISO certified or not). You would be on the back burner and lucky to get the time of day (I'd tell you to pound sand). Your best bet is to reset and pick up the phone with the question "what do we need to do so it won't happen next order." Good luck.

If there wont be a next order, why are you wasting your time plowing through ISO and AS? There is no point.

Send them a bill for the damage, and write it off as a bad debt. IF by some miracle they actually send some money, count yourself especially blessed.
