Packaging and shipping of multiple PWBA/PCBAs in one ESD protective bag

I have a supplier who feels it is okay to ship multiple PWBA/PCBAs in one ESD protective bag. I told him this is not acceptable because of possible damage to the boards, he does not agree. Aside from the obvious (go to another supplier) does anyone know if there is a packaging spec I can consult and reference.

As long as they are properly protected (such as with bubble sheets), is this really an issue? Are you getting broken boards from the supplier, or do you think it's just not good idea?

If you are you getting broken boards from the supplier, have you requested a Corrective Action?

Are you concerned about impact damage or ESD damage? In any case, you're the customer, and you can specify the packaging to be used. Better protection might cost more, but you'll have to decide on the risk factor for yourself.

IPC has a standard (D-326A) that deals in general with the subject (among other things). You can see the TOC here (PDF).

I come back to the same aspect - Is there a problem in receiving bad product or not. If there is no history of receiving bad product it becomes a cost issue for extra theoretical protection. If I'm not receiving defective product I'll trust the supplier's packaging rather than pay more simply because it doesn't meet my 'expectations'.

The boards are not protected and this supplier has our lowest quality rating. My concern is more damage related than ESD. I have never seen a supplier just throw a bunch of boards on a ESD bag unless of coarse they were bubble wrapped.

I did find EIA 541 -- Packaging Material Standards for ESD Sensitive Item, from the Electronic Industry Alliance. However I have not read it. It can be purchased at the EIA website. I have also encountered this problem before as well from suppliers and customers and it is usually a lack of knowledge on the packers part. I have also had multiple boards in a bag, but each board was wrapped to protect it, which we have never had a problem with, but if the package comes in and two or more boards are in the same bag unprotected, that is a problem.
