Parts Counting Scale - Verification or Calibration?

Since the equipment is involved in a commercial transaction because it counts parts, I know that it must be checked as a law requirement instead of normative requirement. My problem is that the equipment has not approved model so it can be calibrated only. In an ISO TS 16949 audit the calibration will be enough?

I made myself a conclusion. If the scale is only to count parts and doesn't doesn't show any standard weight units, then the scale is out of verification or calibration, we can check the equipment internally using a sets of known number of parts.
Do you agree? I think it's very reasonable.
