If they didn't, they'd probably be out of business already!
And I tend to stay away from ISO-speak as well - most people's eyes glaze over and really, they don't need to know (the vast majority that is). Finally, your diagram makes it look all about The Quality Manual. It isn't. It's a quality management
system, remember? OK, documentation is part of that system, but it's far from the be-all and end-all. It's also about having processes, and management, and competent people doing the work, and having feed-back loops, etc etc. It's not just all about the doco.
