I am a bit confused with this thread, I will try to clarify and hope that I am on target.
PPAP is in fact one of the outputs of the APQP process.
The documents submitted or retained by the supplier (the difference is the level of PPAP) reflect the activities performed in planning and designing the part and/or the production process.
The PPAP handbook just lists the documents needed and gives guidance as to how the specific tasks should be performed.
The documents submitted are the customer requirement, for example in general the Europeans do not require submission of FMEA, this does not mean that you do not have to perform the FMEA.
In general all automotive customers require an APQP process.
Another way of looking at PPAP is process validation.
