PPAP from Customer for Customer Supplied Product - Material to be machined

Our customer issues us with the material to be machined at no cost to us. We machine the parts and return the machined parts to them. How many of you receive a PPAP from your customer (even a copy of their suppliers PPAP) for material supplied by your customer?

Why do you need the PPAP?
In the case of non conformance do you go to your customer or to his supplier?

Our auditor aske this question during our QS9000 audit. I am curious how other companies handle this.
