We have lost a supplier. What level of PPAP is required to be submitted to our Customers for our new supplier?

The PPAP submission level is determined by your customer(s). What customers expect in situations like this varies--some expect a submission at the default level (usually 3) while others want to be notified of the change and will assign a PPAP level.
Remember also that the PPAP submission level tells you which elements must be submitted, not which elements have to be done. Regardless of the submission level you still must do all of the default requirements and retain what doesn't get submitted.
