I am working for a small medical device company and our president is really a research person (as opposed to a development person) that has a hard time in working in a regulated environment (i.e. ISO 13485). But he is the president and as such is representing Management. He is the one that sign the Quality Policy, written by the Management Representative (me).
As part of the Internal Audit program that I put in place this year (I started in January 2017 at the company. Previously Internal Audits were done by an external consultant), I have the following question that I ask various auditees: What does the Quality Policy represents to you? This is a question to grasp how the auditee sees him/herself in the whole concept of Quality. There is not really a good or wrong answer: most people understand their role in the overall quality.
In my Management Process audit, which covers mostly the section 5 of the standard, I ask the question to the president and the answer was: I do not know what to answer. I specified to the president that there was not a good or wrong answer, but still did not get any answer than: I do not know what to answer.
The fact that he cannot answer is a non-conformance as he is the one that signed the Quality Manual (i.e.: he signs the Quality Policy without understanding it). As a Corrective Action, I decided that a good ISO 13485 training would be beneficial to the president to better understand its role in ISO 13485. As the president think that QA is always asking things to create paperwork, I wanted the president to take an external ISO 13485 training by BSI: they are giving one in our city in February 2018.
But, our president refuses to get to such a training

I do not really know what to do here to make him understand that its bad understanding of its role in the QMS prevents the company to perform better.
Does anybody has suggestion on things that I could do to help.
