I still dont gree
In my opinion i can take a preventive action at Half year if i think that my Financial yearly target has a risk of failing
In that case i would analyse the ROOT CAUSES of why we are not at half the target and take preventive actions so we Succeed in reaching the main objective (financial objective at end of year)

If anything and everything that is preventive in nature qualified as a preventive action, as required in 8.5.3 of ISO 9001, there would be no point in identifying preventive actions. Running a business requires a lot of preventive measures. 90% of a Quality Management System is preventive in nature. We (most of us) live our lives preventing problems. In the perfect world, an organization would have only preventive actions and zero corrective actions, while in the real world, most companies deal with corrective actions and struggle to come up with "auditor-pleasing" examples of preventive actions, most of them, "artificially created" to satisfy an auditor.
All of these numerous threads and discussions on "preventive actions" just show that even the constituents of the TC 176 can't clearly explain the INTENT of 8.5.3. While the definition is clear, pragmatic implementation isn't. And we went through a clarification cycle without TC 176 even touching that aspect of the standard. Proof (to me) how disconnected they are from ISO 9001 implementation in the real world.
