Problem with TS 16949 System Scope in Tier 2 Company

Case: Company is Tier 2 supplier to automotive industry and other industries (parts for machines etc.). Company has 20% of sales to automotive customers (Tier 1) requiring ISO/TS 16949. And another 30% of sales to automotive customers (Tier 1) which don’t require ISO/TS 16949. Whether the scope of ISO/TS 16949 system (and TS certification scope) should cover only first group of the customers?
Rules 1.0: Only manufacturing sites where production and/or service parts are manufactured and supplied to customers subscribing to ISO/TS 16949 are eligible for certification.

Your Quality Manual could describe the three scopes:

1. The system as whole (broadest scope)
2. The system fulfilling ISO 9001 requirements (narrower certification scope)
3. The system fulfilling ISO/TS 16949 requirements (narrowest certification scope)

You could, of course, use the additional requirements from ISO/TS 16949 to benefit your whole management system and still constrain the ISO/TS 16949 certification scope to automotive processes and products alone.

I dont know where did you get this rule from (guess from the Rules book ?). But the below quoted is what the Technical Specification ISO/TS says in 1.1 -:

This Technical Specification is applicable to sites of the organization where customer-specified parts, for production
and/or service, are manufactured
.
Supporting functions, whether on-site or remote (such as design centres, corporate headquarters and distribution
centres), form part of the site audit as they support the site, but cannot obtain stand-alone certification to this Technical Specification.
This Technical Specification can be applied throughout the automotive supply chain.

I dont know where did you get this rule from (guess from the Rules book ?). But the below quoted is what the Technical Specification ISO/TS says in 1.1 -:
Automotive certification scheme for ISO/TS 16949
Rules for achieving IATF recognition
3rd edition 2008

1.0 Eligibility for certification to ISO/TS 16949
[...]
[...]
Only manufacturing sites where production and/or service parts are manufactured and supplied to customers subscribing to ISO/TS 16949 are eligible for certification.
[...]
All manufacturing in the scope of certification shall meet the applicability of ISO/TS 16949for product supplied to customers subscribing to ISO/TS 16949.
At the request of the client to the certification body, the scope of the certification may also include manufacturing meeting the applicability of ISO/TS 16949 for products supplied to customers not subscribing to ISO/TS 16949.

I can see now - the last sentence is the answer for my question...
