I used to chuckle over the method some companies used for numbering and developing quality systems. They actually used the numbering system corresponding to ISO and QS 9000 and then got really messed up when the new ISO & TS was released.
I would always number a quality system as if it were a process step in the full development of a quality system. The first system is organization chart, #2 Quality Policy, etc. One would not place "Corrective Action" before the "Control Plan", as an example.
It would not make any difference on the particular system requirement, the index would remain the same unless there is something altogether new in a requirement.
I have attached an index page of an early TS quality system. Note that the revision dates are pretty old the the concept is still, hopefully, valid.
