As far as I understand it, a Preliminary Process Flow Diagram is not required before the DFMEA.

The INTENT behind this is most clearly shown by an example. Let's say that the preliminary plans for processing a product include die casting. The DFMEA should then be considering whether draft angles are adequate and the impact of these draft angles on function. Likewise, the parting lines and their impact.

Phase 1, should be initiated by Sales where the APQP Cross Functional Team should determine if your company wants to and can make the product. So, this team needs to be agreeing to a basic design concept and an idea on how it will be made (Preliminary Process Flow), prior to signing the initial feasibility form.

My practice is to get the process flow on hand first before having a group to study the DFMEA or PFMEA.
My team needs to know first the process flow in details only can brainstorm on what is the potential root cause on each steps failure.

Without the process flow, my team can't figure out clearly the failures on each process or may miss out some important process to be studied.

So it can be said that the output from preliminary process flow is used in making the DFMEA in some way. Much more clearer now why APQP phase 1 requires to have a preliminary process flow.
