Actually, the "Shall" comes from the MRA groups like ILAC, APLAC, EA, and NACLA....an accrediting body that does not require PT/ILC - WHERE IT EXISTS - can be denied recognition by the MRA (in other words, they will not be allowed to become a signatory), or if already in the MRA, the accrediting body can be suspended.
