QM Plan vs Control Plan

What is the difference between QM plan and control plan? As I understand:

Control plan is a document in which the control of each step of the manufacturing process is described (with control method / gauges, responsibilities, frequencies, actions in case of deviations,...), this is clear to me and I am familiar with it.

QM plan is basically APQP plan for the whole process, is this correct?

I think it is the entire quality manual. There is more to QM then a plan...

I was related to a project. Customer want, that we send him QM plan for the project. Before I ask him, I would like to clarify this `internal`.

Are the QM activities, FMEA, FTA, etc. not related to the SIL or ASIL classification, maybe he ask for the whole picture of your QM activities?
