So it means that we can demonstrate our compliance to this requirement (7.1.1) by only reflecting Visteon CSR to our procedures?
do we need to directly mention in our procedure that a certain Customer Specific Requirement is only for the intended Customer requiring it?
for example, record retention, in which our customer is not all the same.

Well, yes, if you add specific requirements to your system which only apply to a particular customer, you would need to mention whether it applies to only the one particular customer, or all of them.By the way, I think the quality plan you referred to in your earlier post would be the Control Plan using the format Visteon requires (AIAG Control Plan format). This is a detailed technical document. If you are not familiar with it, a little training might be very helpful.

We actually have control plan for every item/part number.
A trainor from TUV told us that quality plan is different from quality control plan.
"Quality Plan" - list of Customer Specific Requirement that cannot be reflected in the control plan.
"Quality Control Plan" - list of control method for each process.

thats why we developed the quality plan (attached earlier) to list all CSR per customer.

During your Auditing regarding TS16949, How would the auditor audit the companies compliance to CSR and TS requirement 7.1.1?

It's ok to be confused. This part of the standard is a little fuzzy, but there is a simple answer. If you already have a control plan for each part, that's great. That's the hardest part. If you read the ISO part of 7.1 again, and the three notes, that pretty much refers to what the Big 3 would call a control plan. But 7.1.1 broadens it out a little. That may be what is confusing you. However, the form you showed could meet that part of the requirement. Or, adding those additional requirements into your procedures and instructions, that could also work. So, you may actually be pretty close to complete. PS: If you have other customers with TS specific requirements, you can handle them the same way.
