QS-9000 Elements - What are they?

QS9000 elements numbered 4.X. At the risk of sounding ignorant, how did we jump straight into the 4.X elements.... what happened to 1.X, 2.X, and 3.X.

Its from ISO9001:1994, on which QS9000 is based.

ISO9001:1994 had sections 1.x, 2.x and 3.x, but they were a bit of pre-amble to the 'requirements' (the shall bits) in section 4.
