Just some ideas:
a. Machine up-time improvement.
b. Reduction of time used for PM activities.
c. MTBF studies.
d. Reduction in PM budget.
e. Reduction in maintainence requests.
f. Maintainence cost as % of sales.
g. % maintainence personnel to operational personnel.
h. Cost reduction for maintainence equipment.
As usual the goals need to be set and monitored and the only thing I suggest is to make sure that whatever measurements you choose are cost effective and reported through management review. Hopefully part of the business plan short and long term goals.
