I don't see any allowance for exemption in 7.3 ("The organization shall ensure that persons doing work under the organization’s control are aware of...").
An easy way is to build 7.3a,c,d into the beginning of the documentation applicable to each job role.
7.3b (aware of relevant quality objectives) can be handled as part of each quality objective's implementation process.
7.3a could just point the employee to the company website or other doc where the quality policy is shown and explained.
7.3c (their contribution to the effectiveness of the quality management system) and 7.3d (the implications of not conforming with the qms) ought to be cast in the terms relevant to that job role; e.g.,
"As a shipping clerk, you ensure that the right product reaches the right destination, at the right time. You are a critical role in making sure that XYZ Corp can meet the expectations of our customers. If you see a way that the process can be improved, we encourage you to speak to your manager about it, as improvement is always an ongoing activity.
If you find an issue or problem, bring it to your manager's attention right away! It is important that you bring up problems or issues so they can be solved quickly. If product is not shipped correctly and ontime, customers can become dissatisfied, and customer satisfaction is central to our business being healthy and competitive, now and in the future."
