What level of QC work would you expect to see a QM doing in a manufacturing company of 40+ people?

After you have translated most of the QC into process control, hardly any.
Your organization's process-based management can help accelerate this so everyone knows what they need to do to control quality.
As QM you'd then be free to look after the management system, provide training, facilitate risk assessments and the removal of root causes, run the audit programme, report on the performance of the management system and advise top management.
