I've seen the Administrative Assistant (Secretary) to the CEO designated the QMR and to be honest the supervisor of janitorial services could be a QMR.

The organization defines who is a manager in the orgaization and it doesn't have anything to do with what the person is called. The QMR can be the manager of the quality system and nothing else and not have one person directly under them. (Don't get this confused with a Quality Manager...apples & oranges)

Don't get all wrapped around the axle over job title.

As discussed several times in the past and already mentioned in this very thread, the real issue is not a job title but AUTHORITY.

In the real world, it is very difficult for an underling to have authority over top management. Situations such as, for example, the VP of Engineering deciding that design reviews will be skipped, because time to market is more important than a sound design thrown over the wall to Production. Who is going to tell the VP of Engineering that s/he can't do that because it violates requirements of ISO 9001? A quality coordinator? A documentation control clerk?

There is a valid reason for the position to be associated with a Management role: AUTHORITY.

What do you mean by the word "Management"?
It need not be the designation of Manager....

It means the MR should be a part of the company. To explain further, he / she should be a permanent staff of the company. That's it.

I agree with Randy.

you cannot ask salary raise simply because you are looking over the responsibility of MR.

If you are doing more than expected, and no one there to replace you, you can ask for increment. it is up to you and your company, as per the requirement of your service.

I don't know what is your designation and your present salary.
If you are doing really well, your management will not allow you to leave.
