I think at it's basic level, the definition of a Quality Manager would be the person that oversees the activities needed to maintain the desired level of quality.
I am sure there are other definitions as well, but "What is the definition of a Quality Manager?" is a bit vague in a sense.
As Colin stated, it depends on the organization.
Not all Quality Managers are equal, so to speak.
I have worked in an organization that the Quality Manager oversaw a Quality Department that included 4 Quality Engineers, 2 Quality Supervisors, 2 Lab Managers (One testing, the other Metrology), 8 Quality Inspectors, 1 Document Control Coordinator, 1 Environmental & Safety Engineer, and 1 Data Entry person. His function was to ensure that each of the personnel in his charge were doing their jobs.
I have also worked in an organization that the Quality Manager oversaw one other individual - a CMM Programmer in the Metrology department. The Quality Manager's function was to ensure the Metrology Lab carried out it's function as well as oversaw the ISO Certification program.
It depends on the organization as to what the definition of a Q.M. is, thus my original statement of what a Q.M. is at a basic level.
