Quality Manual as overview for multinational

Our company is now a multinational with sites in several countries. Management would like a single quality manual for the entire company.
Does anyone have experience of a simple overview-level quality manual which references procedures (which may vary by location) instead of including them?

You might employ a very generic "master" policy manual that satisfies the requirements of the standard. Then include some type of reference matrix to note the relationship between the policy statements and the various procedures at the various facilities.

I'd hate to be the document control person!
