Your quality manual seems to be written to give answers to the standards intead of showing what you company really do. This is a common mistake that tends to suboptmize the quality system and people tend not to understand what the quality records mean.
Also, i think you´re missing some things on the process aproach. Your process descriptions (although you call the second document procedures, they´re are in general more like processes) are imcomplete. Where, for example, are process owners, KPIs, measurements poits for factual decision-making, and processes correlations?
