Whether or not any action taken to mitigate risk is appropriate depends entirely on the issue under review. If you believe that some form of training is needed in order to address potential nonconformity, then there's no reason you shouldn't cite it as a recommended action.
You're welcome. It should also be noted that the column on the FMEA form is "Recommended Actions" and not "Actions to be Taken." The action that's taken might be different from what's recommended by the FMEA team, or there might be no action taken at all. If the action taken is different from the recommendation, you should be able to justify the decision.
