Quality Objective clarification - Requirements for "levels within the organization"

Hi guyz! :bigwave: ..ive been a constant visitor of the Cove and the inputs given are really very helpful i must say! i learned just by reading the threads :applause:

..now ill be needing your help guys for some clarification about Quality Objectives? 5.4.1 states...."are established at relevant functions and levels within the organization."

..does that "levels within the organization" meant to be like a target per company department per se?...say i have accounts, HR, sales and production as my departments, do we need to set a target for each??

You should cascading the quality objectives for each function and level of the organization and assure that they aligned with company policy. These objectives shall be measurable and so you shall establish your dashboard to check if you are meeting them or not. The standard does not say "target" but "measurable"

Welcome to the Cove.

It could have been clearer if they were to state: ......are established at relevant functions and functional levels within the organization...........

Examples of functional levels include top management, departments, work cells, project teams, individuals, etc.

I know it's not stated in the standard but I've always seen it as a flow down process:
- top management set objectives for the company;
- to ensure these objectives can be met, objectives are set for the next level down (departments / branches) which support those objectives of the company;
- to ensure departmental objectives can be achieved, objectives are set for the next level down
...and so on and so forth.

I am new to Elsmar Cove and I'm not sure if this is the right forum, but I'm hoping someone can help!

I am also new to Quality so bear with me....

My company has a quality procedure for quality objectives and it is mentioned in our quality manual. Do I have to have a seperate procedure? The quality manual states that we have to establish objectives, that they are measurable and consistent with the Quality policy, and Managers ensure that the resources needed to acheive the objectives are identified and planned.
Do the actual objectives need to be listed?

I have read in a cople of places that the objectives are in the manual and others say it's not recommended to have them in the manual.

Please help...:confused:

:2cents:I have never had my Objectives in the Quality Manual. Objectives should be living documents and may/should change at each review based on how you are meeting them. Having them in the manual makes that problematic.

Are the documented in Management Reviews and other documents that lead into the Management Review, absolutely.

When you think about it it makes little to no sense for departments and other functional silos to be chasing their objectives instead of the:

  1. System objectives for the organization as a whole, and
  2. Process objectives to be fulfilled by each process.
Clients prefer this interpretation to get the best out of their process-based management system.

Butler,

This depends on the scope of the management system. Many are not scoped to be company-wide.

Next you have to concern yourself with the quality policy which establishes a framework for setting quality objectives.
