Quality Policy in Company - Different Policies at different Sites

Dear all,
I am working in Operating & Maintenance services company in the hydrocarbon industries and we have one general HSEQ Policy issued from the head office matching with ISO 9001, ISO 14001 & OHSAS 18001 and it is OK.

First, the question here that I believe that any company shall have one HSEQ policy even if it has multiple sites but I don't know if I am right or wrong and what is the evidence ????

Second, my manager want to make beside the general HSEQ policy, another policies for every site to match with its nature, and I tried to convince him that every company shall have one policy for all its sites and he keeps tell me that he wants the policy to be understood and matching with the site so the workers can understand it and react with it.

It is allowed to have site HSEQ policy, taking into account that it is not against the Corporate one.
For example, in the Safety field, one site in a certain country shall satisfy local law that another site of the same company in another country does not have to do because the same law is not applicable there. Based upon this, the local policy of Safety or Environmental could be different and ad hoc for that site. The same approach is also applicable for Quality, for example if the several sites of the same company have different business and serve different customers.

Your policy will set the direction of your business and by interpolation your system.
If they want to set a corporate policy that's fine, but throughout these forums you will find the statement over and over again that your system has to work for your business and be tailored to the way you do things. If your manager wants to put something extra in locally that makes the general corporate policy relevant to his people and what they do, that sounds like a good thing? He's taking the system seriously, buying into the philosophy of top down quality management and wanting it to really mean something to his people.
You just need to be really careful that what you end up with doesn't contradict the corporate statement and that you have a policy in place for reviewing your local documents regularly and at least when the corporate document is re-issued.

If you are asking is it okay to have one or multiple policies from an effectiveness, business benefit like stand point, then only those in your organization could answer that question.

If you are asking for opinions on compliance to ISO 9001, 14001, OHSAS 18001, then we would need to understand the scope or scopes of your certifications within your organization.
