Query on TS 16949:2009 Certification for a Tool and Die Sales & Service office

Dear all,

I have one query , My Friend has established a tool and die sales & service office for automotive industries fot tier 1 and OEM. can he get TS 16949 certificate for his office ? this means Can we get TS 16949 certificate for service provider of automobile industries?

ISO/TS 16949 can only be applied to a supplier of parts that actually are used in the vehicle
Tools and dies are not applicable.
The essence of the TS is production process control and as there is no mass production there is no continual production process to control

Is there any applicability details for certification in TS standard ?
