R&R standards - <10% is good, 10-20% is fair, 20-30% is poor

We have been doing R n R studies for a while now and we have always made the assumption that a figure of <10% is good, 10-20% is fair, 20-30% is poor and >30% is a serious problem. However Someone has asked me where do these guidelines come from? I can't remember, is there anyone out there who knows if they are in some international standard or what.

These guidelines are given in the Measurement Systems Analysis manual published by AIAG (Automotive Industry Action Group), for the QS 9000 standard.
