R2 Certification Requirements for Recycling - Are we eligible???

Brian - Can we self-declare for R2 requirements or is an actual certification required? Would a small company be able to Self-declare to ISO 14001 and 18001 or do they need to go through an actual registrar process?

Your organization may be able to claim that it is "R2-compliant", but only if 14001 and 18001 certification (or RIOS certification) is evident. You must at least meet that criteria. For this reason alone, "R2 certification" is the preferred road to take because most of the EHSMS groundwork has already been laid out by that time.

Are there any registrars with R2 accreditation other than Perry Johnson?

To date, the ANAB directory shows 7 accredited regristrars for R2 (a short list is provided below). I'm not sure about UKAS or the other AB's.

My company was just certified to the R2:2008 and ISO9001:2008 (we are actually in the approving the draft certificate stage--through PJR).
We are primarily set for the R2:2013 standard with only a few tweeks necessary to meet the 14001 and 18001.
Our business is in refurbishing wireless devices, so the downstream vendor process for us is limited to 1-2 DSVs by volume of scrap. Identification of the legal requirements was our biggest hang-up in the getting ready for certification. Not being the legal-ese fan and had never wanted to be, there were a few times the "slippery-slope" of laws leading to more laws leading to more laws was overwhelming.
--and I should say, we had an excellent consultant during the process.
