RABQSA International - Certificate IV Assessment & Workplace Training

I received an email from RABQSA International (the new USA/Australasia merged accreditation body) including an application for approval as a RABQSA approved examiner. This is for the new competency-based certification criteria effective January 1st 2005. The requirements for applicants are:

RABQSA Examiners are required to demonstrate the appropriate competencies to undertake these examinations effectively and impartially. For auditor certification applications, these competencies may be demonstrated through:
1. certification with RABQSA at Lead Auditor grade in the Certification Scheme being examined; or
2. certification at IATCA Senior (Lead) Auditor in the Certification Scheme being examined; or
3. submission to RABQSA of education, training, work experience and competency examination to be at least equivalent to the qualifications in item 1 above.

In addition, RABQSA Examiners are required to demonstrate the competencies defined in Certificate IV Assessment & Workplace Training or international equivalent, including:
1. plan assessment
2. conduct assessment
3. review assessment

Is anyone familiar with the Certificate IV Assessment & Workplace Training requirements? A Google search seems to show that they're based on an Australian document, BSZ40198, and for the three items listed, BSZ401A, BSZ402A, and BSZ403A.

Are these documents publicly available? Is there an international equivalent in the USA? Anybody know how to demonstrate these competencies?

They asked to have the application submitted by December 15th.

I have this qualification, actually, most Australians that wish to be a supervisor or manager require this qualification to instruct and assess personnel in the work environement.

It is actually eight subjects for the certificate and a further four for the Diploma (I am considering undertaking it next year). I received an email from the Australian QSA and they have a new course: Diploma of Quality and they include the three subjects you have posted. I will need to check my documents etc at work (I'm at home) and I will get back to you with the details.

Thanks Greg. For some reason that link doesn't work for me. It might be the ad blocker I use - sometimes it kills stuff I really want to see. Does it work for everyone else?

I talked to someone at the RAB, and apparently they sent the email out to about 3,000 people. They said that I should just list what qualifications or experience I have in evaluating audit performance. The requirements haven't been completely nailed down yet, so they want to look at the responses they get from applicants before they make the final qualification rules.

The Certificate IV (and III and II etc) programs are all atempts by the Australian Government's National Training Authority to standardise a number of training programs across the country by proving set criteria for organisations to become accredited training providers for specific courses.

The Cert IV in Training and Workplace assesment is propably the most popular, due to it's adoption by the Public Sevice and as Greg said has become a sort of standard in many industries. I also have this Cert IV and there are good and bad things in it. It's certainly nothing that most of the professionals in the Cove couldn't handle or be doing anyway.

The following link is from the national Training Authority and is the specifics of what the course should entail for the organisation to become an Accredited training provider. (the page is very big but is all text). This has recently been superceded (23 Nov 04) but the new material is not on the web page, but it should give you an idea.

An interesting press release available at the QSA site indicates that the new organization, RABQSA Intl. will promote both accredited and non-accredited personnel certification between now and 2006, phasing out non-accredited approvals by 2007. That is an understatement. Let's see.....RAB signs an agreement with QSA for 17024 accreditations and other certifications......RAB and ANSI create a new AB, presumably for Guide 65 and laboratory and inspection body accreditations.....yet the RAB/QSA and RAB/ANSI work must be mutually exclusive.......

For the rest of the accreditation world in the U.S., we read that A2LA is pulling out of NACLA (National Cooperation for Laboratory Accreditation).

It is getting interesting.
