Rationale for changes to ISO Standards

Does the committee post a summary of changes/ rationales for changes made to standards? Specifically looking for revisions included in ISO 5840-2:2015. Any insight is appreciated!

Doing a simple google search on ISO 5840-2: 2015 I find out that this document is managed by the ISO/TC 150/SC2 ; if you open the page, there is a link to their
in the Working Area, they have a folder with "public information", i.e., documents from that subcommittee that are available to the "general public" but, as you can see for yourself, the type of information you are seeking is not there. In my experience, ISO Technical Committees and their subcommittees, working groups, task forces, etc...are not transparent, for both good and bad reasons. Some of the bad reasons include the fact that some of the consultants and corporation representatives keep information close to their vests for commercial gains.

Also, please note that, according to the ISO website, this document is under a new revision cycle and the DIS (Draft of International Standard) is available for purchase from ISO.

In fact, all information is open to working group members.

Anyway, working groups usually do not include summaries of changes (which are usually mentioned in the rationale in Annex A) unless there's a explicit need to do so.

Yes, but acceptance into the TAG, SC or working group is restricted and subject to approval, in most cases. Screening of "volunteers" who want to participate in such WG's is done with "political and commercial" bias, in my limited experience.

Yes, as per the rules, but usually it's via voting, the problem is that people do not participate and or vote, and then, whenever is there is accepted. Surely there's some political pressure, but it works only because people abstain from real participation. For example, you mentioned screening for volunteers - "anyone" can volunteer in principle (they may require some association or the like to ANSI, or ABNT in Brazil, but again it is part of the rules).
