Jennifer, 1st big lesson...ISO 14001 doesn't say that, not even close, it only requires that the process ensure objectivity and impartiality.

The purpose to audit an internal audit process is
1) to verify the status of the NCs raised in last audits.
2) whether audit is conduted as per the scope defined
3) Competancy and the reports prepared are acceptable (as per the procedue).

And all this need to be done by a person who is not involved in the list of auditors.

Sorry to say this but you're not entirely correct, as in everything else the intent and purpose of the audit is to verify whether planned arrangements are being conformed to, and verify that the process has been effectively implemented and is being effectively maintained (paraphrased from ISO 9001, 8.2.2)

There is absolutely nothing about verifying nonconformity status

Its similar to ISO 14001, refer clause 4.5.5....
