I highly suggest creating a cross reference document first - each document number listed in a row and at top in the column. Review each document in the row and if it references another document, place an X in the column. If you ever obsolete a procedure/form/document, you can see where it is called out and update those documents as well.
It is a life saver for me, we have over 1000 documents and it is just a mess! This was my first task to start fixing it!
