Recomendations to build a complete quality management system - Documentation Way

:thanks: This is my first post. As start, I would like to thank all of you. I really like this site. It looks like i found something missed. I hope to add value to this cove.


Actually, we start documenting our processes to build a complete quality management system. We want to write applicable, understood and efficient processes.
I would like to know if there is standards or recommendations that can help to achieve this issue. If not I need your recommendations based on your experience.

ISO 9001:2000 is probably the most understood, common, and valuable quality management system standard.

The process approach and broad scope of ISO 9000 is what allows people to use this standard whether they are barely meeting the requirements, or blowing away the competition. I highly recommend ISO 9000 as a basis and suggest that this is the best starting point.

I really don't know what ELSE should be better suited. While there are other methods and forms, ISO 9000 is the documented, formalized management system that performs and is dynamic with the changes and needs of the company. The difference between ISO 9000 and TQM and Baldridge criteria and Six Sigma is that you can have your management system internationally recognized as up to the ISO 9000 standard, and this has sales clout.

Therefore, I suggest the following starting actions:

1. purchase a copy of the ISO 9000 standard from your country's standards body or quality association

2. obtain a quote for registration and auditing services IF that's what you want or need.

3. research, produce, and refine a map of the processes within your company and how these processes interact. use ISO 9000 guidance at www.iso.ch for guidance.

I agree with the two previous posters to the extent
  1. You need to have a good idea of the "big picture" of your company (what do you do? who are your customers? what regulators and regulations do you have to face? Is there a special Quality Management System specifically for your industry? [there are special Standards for automotive, medical devices, communication equipment, aerospace, etc.])
  2. Current good practices for management systems suggest you consider "processes" (using flow charts is a good start to understanding the processes in an organization.)
Tell us more about your company and what you make and we can help you focus on what you really need to do first. I'm unfamiliar with the abbreviation KSA - what is your location?

I agree with Wes. There is a little more information you need to properly develop a QMS (which ever Standard your Company chooses). The other posters also have provided you with a good starting point. ISO9001 is the most likely candidate that you may want to start with, but again it depends on the type of product or service your company provides.

I have designed and developed QMS from the ground up and all of this information was very important in developing the QMS.

ISO standard

I think the ISO standard is greatly MISunderstood, and poorly written for the layperson! Thus, I recommend to companies to get a self-generated, holistic view of the organization, then overlay ISO!

(Here's an example in support of the first statement above: I've reviewed hundreds of quote requests, and scores of applications, and you wouldn't believe how many organizations seek to exclude all of 7.5 'cause "we don't provide service after the sale!" That's not the org's fault, it's the wording! I've lobbied to have 7.5 title and verbage changed to simply "Production," and omit "Provision" and "Service.")

All of this advice is very good.

In addition, I would recommend documenting your current practice(have the operators, supervisors, managers, etc.. help), performing a gap analysis using the standard and adding anything that you are not already doing.

Thanks to all of you. I think that several points should be clarified by me.

I am working in a telecom company consists of 25000 employee. The project will be implemented on one Admin.. which is consists of about 600 employee. In the other hand this is my research to get master's degree in TQM. This Admin contains the following departments: Planning - Design - Implementation - Operation & Maintenance - Quality Assurance.

I was looking to use something called eTOM since the organaization is a telecom based. If anyone of you have heard about eTOM, he might be able to help me. You can check this web for more info www.tmforum.org

eTOM aims to enhance telecommunication operations map. Actually, it is comply with ISO standard but it goes further to enhance the processes. I will upload an example just to show you how it looks like. This will be on the quality department in our Admin.

I need your opinion on this format.


Madfox: I totally agree with you regarding OG chart, but usually there are some politics which can not be eleminated.

Dear Wes, I forgot to tell you that KSA means Kingdom of Saudi Arabia. Thanks for asking.

The first step in documenting is to flow your processes. The second is determine which are critical. Third, talk with the folks that perform the work, and document it. Fourth, determine the Quality Philosophy of your company. Fifth, set your objectives. Sixth, write the Quality Policy of your company. Seventh, document the procedures on how you do business. Eighth, prepare a draft QA Policy and Procedural Manual and send it through your management for review and recommendations. Ninth, prepare final draft and get signatures.

Tenth, train the Executive Management. Eleventh, train the employees. Twelfth, perform internal audits. Thirteenth, discuss your findings (if any) with the Executive Management. Fourteenth, implement proposed Corrective Action.

These steps are just the beginning, in my opinion, and there could more or less to implement.
