Definition Recurring Natural Disasters - IATF 16949 Definition

Hi all
There are some new terms in new IATF standard with I think are not clear their meaning:

recurring natural disasters in clause (contingency plans): The word "recurring" is ambiguous because it implies that there is not necessary to include some natural disasters in contingency plan, only recurring type shall be included. My question is that which natural disasters are recurring and which are not? Earthquake is recurring or not?

I don't know the official answer, but if I was reading that I would take to mean something like:

Flood: The place has an occasional flood every 30 years. This would be reoccurring.

Volcano: There are no active volcano's in the area, there have been no known volcano activity in the area. This would not be reoccurring.
