Long before I got into quality and when I was just beginning to learn how to do CNC and conventional machining I remember an owner talking about some weird thing that could help get more business for him but would cost $50,000 - $90,000. Later I learned he was talking about ISO 9001 certification and that he had bad information from people burned by corrupt registrars in the 90s.

This thread reminds me of how fortunate I am to know a decent registrar and how some registrars could get a bit iffy again...just in a different way.

I imagine that the Accreditation Body would be interested in the registrars practices as, if this program falls under ISO/IEC 17021-1 there's a clause that says:
It is recognized that the source of revenue for a certification body is its client paying for certification, and that this is a potential threat to impartiality.​
and
To obtain and maintain confidence, it is essential that a certification body’s decisions be based on objective evidence of conformity (or nonconformity) obtained by the certification body, and that its decisions are not influenced by other interests or by other parties.​

As a member of management of a major CB, I used to hear this all the time. In fact, it was less to do with "corrupt registrars in the 90s" than it was from top management talking non-sense about a program they weren't actively involved in (because it was "Quality's Job) and probably had no details on the actual costs to see if there was a benefit. It's not unique to ISO and certification. I've heard the same trash talked about SPC, 6 Sigma, Lean and many other "quality" tools.

Of course, little do these "leaders" know, all they are doing is showing themselves to be the root of the trash they talk about!

It is good to scrutinize the practice vis a vis 17021, but I don’t see anything in 17021 that would prohibit this.

CBs business models are varied and their commercial and billing practices change over time, in order to maintain some level of profitability. But little is done to revert the commoditization mind set in the sector.

I don't doubt there was a lot of this, but I also have personal experience with corrupt registrars (retired family members). There was plenty of actual illegal stuff going on that made for bad reputations around manufacturing towns.
