We are in the process developing a software tool for analysis the reason for database corruption, in order to implement this we need to obfuscate data from the field to understand the RCA and I would like to know what are the regulations otherthan HIPAA privacy rule that we need to be mindful of...any help will be appreciate, also if yo can please share with me regulations other than USA ( EU and other developed countries) ?

HealthIT.gov covers some topics related to HIPPA and EHR's (Electronic Health Records).

This is not necessarily applicable to what you're doing but it may provide you some tools and useful information.

In addition to the Privacy Rule, there's also the HIPAA Security Rule that you may want to look at to see if it applies to your situation.

Also, you may want to take a look at HITECH just in case.
