Resolution of Measurement Device for a 50' Coil

Hello QA Pros:
Question:
on a 50 foot length of a coil, the specs calls out the spec to be +/- 1 ft. What should be the tolerance of the gage used to measure this length in order to ensure compliance. I had a technician state that the accuracy of the gage should be +/- 1.2" (the 10:1) rule. Is the tech correct?

The 10:1 "rule" applies to the total tolerance (24" in this case), so the resolution of the device should be at least 2.4". 10:1 is not a "rule," but a guideline or suggestion. What is the material, and how is it measured?
