Responsibility Matrix - Showing managers what their Responsibilities are

I am having such a hard time showing these managers what thier responsibilities are within the 9000-2000 standard.

Who has an easy to understand matrix?

Here goes...

  • Responsibilities....detailed and explicit....are found in our documentation. If they're responsible to ensuring the coffee is made in the morning, it says so in the WI...and how to make the coffee, too, or what their role is (they may be simply responsible for activating the machine).
  • Job descriptions
  • Matrix - I have a matrix that shows all of the clauses/sub-clauses along one axis and all of our processes along the other. Using the letters D (direct), S (somewhat direct) and N (not applicable), I show which processes are impacted by which clauses/sub-clauses and to what degree.

Combine all of that, and it's pretty clear what their responsibilities are. Although, I have to ask...and I apologize if this sounds glib....but don't your managers know what their responsibilities are? And why would this change with ISO 9001:2000? :)

Back in the early days (ahemmmm), we took implementation clents through 'ISO 9001 training'. I say 'we' because it was very typical in implementations back in the 1990's. At Harley we filed everyone in York through a brief presentation / training about what ISO 9001 was, what it meant to them and how their roles and responsibilities were related. I remember a standard question by an auditor was "What does ISO 9001 mean to you?"

In the matrix I attached, it was how we made managers and such aware of what parts of ISO 9001 'applied' to them, how and why. We expected them to read and understand the sections of the standard that applied to them and be able to explain how their systems met applicable requirements.

This all went beyond just knowing one's responsibilities are within the company (their 'job'). Whether that level of indoctrination was necessary or not is debatable. I also want to remind that this was done during implementations.

My earlier awareness to a responsibility matrix was only in a X-Y format (clause Vs the Personnels). This one uploaded by Marc allows a great exposure to how detailed and well the responsibilities should be defined.
However this matrix was in the old 9001:1994 format, and it now needs to be translated into new standard, and perhaps drawing one's attention to safety and environmental responsibilities. To go into Cove's coveted resources.

if possible i would like to see your sample

along the one axis you mentioned you have all the processes- i assume you must consolidate the process owner

i am assisting a 1st time ISO- they have a complex product/service and the challenge is to consolidate ownership but they are very thin in the management area so i am finding multiple owners for the ISO sections

Note that this thread is from 2005 (7 years ago) so you may not receive a response from pthareja. I don't know if a newer one has been uploaded or not.

Surely the responsibilities of managers come from your organization's management system?

These responsibilities will be much fuller than the minimum requirements specified in ISO 9001:2008.

For example, interviewing manager is responsible for ensuring proposed new hires have the necessary innate abilities. Or, top manager is responsible for providing a management system that helps employees to determine and fulfill customer requirements.

If you look closely enough at the management system that is used to run your organization you will find that most of the responsibilities specified in ISO 9001 are already delegated.

I would work from your current system and then check against the standard. Not the other way around.

I came to the same conclusion this morning when I complete the Responsibility Matrix

I just went with the current management structure. Based on this structure - a few of the core ISO requirements will have co-ownership/responsibility. What is your opinion of this co-ownership? It occurs in the 3 engineering disciplines (Mechanical/Applications/Controls) ? the organization has no engineering management function. All 3 engineering managers report to the President.

Being as all 3 Engineering Managers report to the President, the President is responsible for Engineering.

Co-ownership is problematic in many organizations. It means no one is really in charge of that part of the system.

One way to solve this is to dig into the differences. For example, you may find one manager is responsible for hardware engineering, another is responsible for software engineering and the third is responsible for process engineering.
