Responsibility vs. No Authority in 9001:2008?

Anybody that has served in the military (at least the US military) knows the difference...Law enforcement officers know the difference as well

If you have an option to DO or GET DONE, and you can stand up and say I DID when it goes wrong and say WE DID when it goes right, you have the authority.
If you just do what is said or required, then you have the responsibility.
If you write a cheque .. you have responsibility
If you sign a cheque .. you have authority
If you test and prepare an inspection report .. you have responsibility
If you approve or pass that inspection report .. you have authority
If you prepare a PO .. you have responsibility
If you signoff that PO .. you have authority
If you draft an engineering drawing .. you have responsibility
If you release that drawing for procurement .. you have authority

I think that revisiting Deming's Red Beads will gain a real-life understanding of the difference between authority and responsibility and how a system can self-destruct by refusing ANY authority to the Willing Worker to even suggest a better or more efficient way to perform a process.

The point I was trying to make earlier:
(The guy with ultimate authority is the ONLY guy with ultimate responsibility for a process when it goes wrong.)

I could provide a spirited debate to anyone who argues the blame falls elsewhere - even in cases of real sabotage by employees (i.e. the ultimate authority had responsibility to deploy safeguards [risk assessment?] against sabotage by good selection of employees and continual monitoring for discontent or mental illness among employees.)
