Not neccessarily - and as Dominiques stated - repair usually requires customer approval.

Here is an example

You have a part that requires a .250" +-.005" diameter hole.

1) the hole measures .125". You rework the part by drilling the hole to .250". This is rework.

2) the hole measures .270". You fille the hole, and redrill to .250". This is repair.
Thanks. I see your point and the picture. I think the key word here is 'Customer Approval' or consent.

There could be a possibility of 3 terms viz. Modification, Rework and Repair and Randy has explained correctly. Just to add on, go through these definitions for better clarity -

Modification

The revision of the functional capability of a product in order to satisfy new acceptance criteria.

Modifications are usually required to incorporate design changes which can be controlled by drawings, change orders, etc. Modifications should only be performed when specifically authorized and described in detail on controlled documentation.

Rework

The act of reprocessing non-complying articles, through the use of original or equivalent processing, in a manner that assures full compliance of the article with applicable drawings or specifications.

Repair

The act of restoring the functional capability of a defective article in a manner that precludes compliance of the article with applicable drawings or specifications.

Repairs are generally changes to an unacceptable end product to make it acceptable in accordance with original functional requirements.

Repair-Restore to good working order, fix, or improve damaged condition; mend; remedied.
Rework-To redo, or rebuild.

In manufacturing terms.
Rework- To re-perform the original operations to produce conformance to design requirements. The condition produced by the rework can not be distinguished from that produced by a conforming operation by any ( key word) means. As in the provided example you were to produce a hole .250 dia and it was undersize @ .25. You can rework it by re-drilling. Once re-drilled to the required .250 there is no method by which you could separate this part from one that was drilled to .250 the first time.

Repair- To perform actions such that the part is returned to a functional condition meeting design requirements. The condition produced by a repair operation can be separated by some inspection method ( visual, mechanical, physical ect) from that produced by a conforming operation. Once again to the creation of a hole. In this case you drill the hole oversize to .500. You can repair it by plug welding the oversize hole and re-drilling. In this case the condition while being functional can be identified as a repair by etching the metal and by micro hardness.

The ability to distinguish by some method the correction (other than documentation) has always been the criteria in my mind to separate the two.

I believe it depends on the specific industry. In a moldmaking shop (tool & die) rework is described as any time we have to do something over again because it was not done right (for whatever reason) the first time. Rework costs us time and money. The quoted price for a new mold only includes doing each operation one time. From design to CNC cutting to EDM machining to polishing and assembly, anytime an error is made that requires an operation to be done over again it is rework.
Repair work however is a good thing. A customer has been running a mold making parts and the mold malfunctions and something is broken. They send it to us to be repaired. They are usually in a hurry to get this work done and we can charge a premium for it. However we need to be careful because if you have to do any rework while doing the repair project you can very easily use up any profit you may have made from that job.

That is not the commonly accepted use of the terms in ISO.

Rework returns the product to the same condition as regularly produced first run product.

Repair makes the product usable, but not as good a condition as regular product. It usually would require agreement by the customer.

These definitions come from the automotive side, but ISO 9001 generally adopts the same usage.
It is a very strong requriement in the Aerospace industry as well. unauthorized repair can result in many punishments up to and including jail time...so it matters.

Simple terms in my opinion:

If you can see it: It is a repair (not inclusive to a painted surface with a repaired hole, but if the paint is removed there was evidence).

If you can't see it: It is rework

3.6.7
rework
action on a nonconforming product (3.4.2) to make it conform to the requirements (3.1.2)

NOTE Unlike rework, repair (3.6.9) can affect or change parts of the nonconforming product.

3.6.9
repair
action on a nonconforming product (3.4.2) to make it acceptable for the intended use

NOTE 1 Repair includes remedial action taken on a previously conforming product to restore it for use, for example as part of maintenance.

NOTE 2 Unlike rework (3.6.7), repair can affect or change parts of the nonconforming product.

I think carol explained it best. However, the need for customer approval of a repair is really a determination of the contractual authority granted as with any MRB decision. Some customers dont care as long as what they receive looks like the drawing. Its all in the contrack.
