Rework is a repair that can be accomplished within the scope of the contract/drawing/specification, etc.
Machining is an easy example: If you are contracted to machine a component and you create a nonconformance that can be corrected by machining and you do not violate any controlled process requirements of the order/contract//spec, etc (i.e. remachining a hole that is too small) then that is rework.
A repair requires processing beyond the scope of the contract/drawing/spec, etc.
Again a machining example: If you are contracted to machine a component and you create a nonconformance that requires something or some process not permitted or specified on the contract/drawing/spec, etc (i.e. plug/sleeve/weld,etc an oversize hole is a repair and is typically authorized by the customer and/or design authority) then that is a repair.
