agreed

however I believed that there would be value in also sharing a little of my org's experiences to help others and my explanatory comments were thus framed by this opening sentence albeit one that was repeated

sometimes the sharing of an actual experience is better than a hypothetical one

I'd say this more strongly - actual experience is virtually always superior to hypotheticals.

And I agree - there is and was value in sharing it.

I wouldn't take the blinkered 'it only matters what's in your doc control procedure' approach. We need to think more widely than that - as your experience so eloquently points out.

NIH Culture - Does that mean 'Not Invented Here' type culture ?

Yes, Samsung. There's a underlying belief that anything they didn't design and manufacture isn't as good as something they did themselves. So it's unlikely that help with the process will be sought or welcomed, as it couldn't possibly be as good as what they would do.

I can be an overly cautious sort. I see the initial problem as a non-existent document retention policy where a timely and systematic review of every document arrives at a decision to

  1. keep as is
  2. transfer to archive (choose whether original, microfilm, or scanned electronic copy)
  3. summarize in a report and discard original and copies, file the report
  4. destroy
Plainly, some of the documents "may" need to be retained for future reference, but most will not. Who makes the decision which is kept is crucial to the process - definitely NOT a file clerk and usually not by date or document age alone!

Such good responses so far. :applause: I agree that:

1) Keeping key documents depends on what the customer wans and the function they would serve. Both regulated and unregulated industries can be protected by supporting data showing a company has performed due diligence. This is the case in qualiity, safety, financial and environmental.

2) Your plant is a member of a company - the parent organization should be making the decision regarding if, and what to keep. That's because it, not the closed plant, will be the entity paying the piper, so to speak, if missing records and documents are regretted later.
